Good Cop9 Ltd  - a specialist tax fraud investigations and tax risk management services firm

Tori Magill set up Good Cop9 Ltd in January 2017 as testament to her belief that fraud investigation (and the associated preemptive tax risk management services) are best provided in a specialist and dedicated environment.

Prior to incorporating the business, Tori was a Director at a city law firm where she specialised in criminal & civil fraud investigations, and was responsible for the firm’s Cop9 portfolio. Previously she held the same role at a top-10 accountancy firm. Considered a leading Cop9 expert, Tori has written extensively about the development and application of Cop9, has designed & delivered technical training, presentations and webinars, and has presented evidence in court.

In her 13-year HMRC career, Tori was HMRC’s policy expert for Cop9, Cop8 and HMRC’s Criminal Investigations and Civil Fraud Investigations. Tori designed and implemented the Contractual Disclosure Facility for civil fraud investigations under Code of Practice 9, drafted the HMRC manuals, and designed and delivered the HMRC Cop9 authorised officer training across the UK.

As a former Group Leader in HMRC’s London Specialist Investigations directorate, Tori was responsible for HMRC’s most complex fraud & avoidance investigations, so has extensive experience of HMRC’s policy, and the associated strategic & operational response to civil and criminal tax evasion and avoidance.

How we work

Good Cop9 is a growing business with clients all over the UK and abroad. The firm has bases in London, Surrey, Kent and Northern Ireland.

 Our fixed fee pricing structure aligns the firm’s priorities with the client’s; primarily up-front certainty on fees, and swift, cost-effective resolution of HMRC’s intervention. Our team work on an objectives basis rather than time-sheet basis, ensuring innovation, accuracy and efficiency are the bedrock of everything we do. We work closely with HMRC throughout the investigation, negotiating the scope of the investigation at commencement as much as the financial settlement at the end.

As specialists, we manage the entire intervention and HMRC, and are proud of our fast turnaround times on Cop9 and complex investigations. We take a pragmatic and practical approach and speak ‘HMRC’ fluently, meaning we always negotiate to obtain settlement by agreement. We believe the complaints and appeals procedures should be reserved for serious cases, and not used as an expensive and high risk bargaining strategy when negotiating with HMRC. To date we have not found threats of complaints or tribunal listing necessary to achieve the settlements that our clients agree are reasonable, and we have a 100% success rate in dispute resolution.

Our comprehensive tax risk management services complement our investigations management services, can be utilised preemptively or post-intervention, and are tailored to the needs of each individual client.

Working with advisers for clients

Good Cop9 does not offer tax advice or tax compliance services so can work collaboratively with a clients’ existing accountant and tax advisers to resolve tax investigation and enquiry issues with HMRC, generating cost and time efficiency savings. Our tax investigations management service includes a dedicated business-to-business professional services suite, where advisers can obtain strategic and operational support, consultancy and  advisory services, de-confliction and training. 

Our B2B clients range from top 20 accountancy firms, to boutique firms and small accounting and tax practices for whom we have developed advisory and consultancy services tailored to the needs of the particular firm. We can provide a sounding board, a second opinion or consultancy assistance on the full range of HMRC interventions, including HMRC’s use of powers and the associated safeguards. Good Cop9 has experience in managing all aspects of HMRC enquiries and interventions and voluntary disclosure of irregularities.

Our B2B Professional Services Suite also provide advisers with assurance and assistance when de-risking their own potential exposure under HMRC’s powers to criminally or  investigate and financially penalise tax advisers.
